GROUND RULES
AFSCME Local 2406 & The City of Oklahoma City
2007-2008 Contract Negotiations
1. PROPOSAL: All proposals should be submitted in writing to accommodate discussion
and approval. Changes in language will be clearly indicated by striking deleted language
and underlining new language. Proposals may be removed from the table once tentative
agreement is reached as indicated by each party's initials. Initialed agreement on
any
proposal is only tentative until the entire package is adopted and ratified.
2. COUNSEL: The parties have the right to consult and have present legal counsel
and/or
other experts they deem necessary to provide legal and technical information for
clarification on any issue under discussion.
3. SPOKESPERSON: Each party will name a chief spokesperson to lead the contract
discussion.
4. MEETINGS: The meetings will begin and end at the time designated. The parties
will
alternate selection for meeting locations.
5. RELEASE TIME: The City will authorize the release of six~ (6) employees from work
with pay to attend the scheduled bargaining sessions as members of the AFSCME
bargaining team. Employees will not receive additional compensation for attending
sessions during off-duty hours. Bargaining Unit team members may also be released
for
preparation time preceding or following scheduled joint sessions. Additional personnel
may be released with pay when agreed to by the Chief Spokesperson for AFSCME and
The City.
6. MINUTES: Each party will be responsible for their own record of the negotiations.
Minutes maybe signed and exchanged if agreed to by the parties. Each party reserves
the right to record the discussions for the limited purpose of review during the
course of
negotiations.
7. TENTATIVE AGREEMENT: Once tentative agreement is reached, the parties agree
to recommend and support the tentative agreement, both privately and publicly,
throughout the ratification process with the membership and City Council. It is
understood, however, that in the event of impasse on the contract as a whole or specific
provisions thereof, the parties reserve the right to state their position, both privately
and
publicly.
8. MEDIA CONTACT GUIDELINES: The negotiating teams agree to participate in
good faith bargaining and avoid negotiating away from the table. If a party intends
to
contact the media, it shall extend the courtesy of informing the other side before
the
contact is made.
MEMORANDUM OF UNDERSTANDING FY 07-08 ANIMAL WELFARE REORGANIZATION ADDITION OF NEW
TITLES
The City of Oklahoma City and the American Federation of State, County and Municipal
Employees, Local 2406, have entered into a collective bargaining agreement for fiscal
year 2006-2007 to address the wages, hours, and working conditions of employees in
the bargaining unit AFSCME represents. Employees in the Animal Welfare Division are
included in the bargaining unit.
The parties agree to the terms of this memorandum of understanding to address the
implementation of the reorganization as follows:
2) The additional titles of Animal Welfare Officer II (pay range 411) and Animal
Welfare Officer III (pay range 413) will be added and will be filled through competitive
selection process in compliance with Article 10 of the collective bargaining agreement.
The effective date for the above actions will be July 1, 2007.

NEGOTIATION TEAM MEMEBERS

On June 9, 2008, the 2008/2009 Contract was ratified. The changes in the contract will be:

3.5% Cost of Living Raise.
8.3 Step I-
If not resolved, the Union Representative shall then forward a written official grievance form and a fact sheet to the head of the division and to the Labor Relations Division of the Personnel Department.
The written answer shall be submitted by the Division Head within seven (7) calendar days to the employee involved and to the Union Steward President and/or Business Agent at his/her place of business at AFSCME Local 2406.
Step II-
(b) The Department Head shall submit his/her answer to the Union Business Agent and/or Union President at his/her place of business at AFSCME Local 2406 with a copy to the Personnel Department and the employee involved within ten (10) business days of the receipt of the grievance.
16.5.01-
Employees may only be disciplined for excessive sick leave usage if the employee has been warned about the amount of usage within a reasonable time prior to reaching the 130-hour threshold of non-extended sick leave usage.
18.1-
Immediate family shall be defined as: spouse and children, mother, father, step-mother, step-father, brother, sister, great grandchildren, great grandparents, grandchildren and grandparents of the employee and employee’s spouse.
19.7-
Bargaining unit employees shall receive eight (8) hours of Customer Service Leave (to be scheduled and used with the approval of supervisors. This benefit shall expire on June 30, 2008.
23.9-
The City agrees to include vacation leave, holiday leave, and compensatory leave time as hours worked for purposes of calculating overtime pay for PSC Dispatchers working in the 911 Center.
24.4-
Employees in the Department of Airports, Fire Department, and Equipment Services classifications of Master Mechanic (job code #7628), Mechanic Helper (job code #7624), Lead Mechanic (job code #7627), Mechanic (job code#7623), and Fire Apparatus Mechanics (job code #7629) hereinafter referred to as Mechanics, and Fire Equipment Technician (job code #7625) are required to provide their own tools for work.
Therefore, Master Mechanics, Lead Mechanics, Fire Apparatus Mechanics, Fire Equipment Technicians, Mechanics and Mechanic Helpers employed in the Department of Airports, Fire Department, and Equipment Services Division of the General
Services Department will be issued a $350.00 $500.00 tool allowance on or about February 15, 2009 2008 to purchase all necessary tools required to work on special equipment acquired during FY 2008-09 2007-08.

The City agrees to pay the application fee in the amount of $25 and the background check fee in the amount of $94 for the haz-mat license endorsement cost associated with the renewal of commercial driver’s licenses.

With the exception of #4 above, each committee shall meet at least once a month beginning the first week in September 2008 2007.
Through the budget process for fiscal year 2007-2008, Animal Welfare Division proposed
a reorganization of the division to address improved efficiency of the divisions
operations and address employee retention issues. Specifically, the Division proposed
a restructuring of the various division classifications into Animal Welfare Officer
I, II, and III, at pay ranges 410, 411 and 413, respectively. Concepts for the new
titles are attached hereto as attachments A, B, and C. The City Council adopted the
fiscal year 2007-2008 budget on June 12, 2007, approving the Animal Welfare Division
reorganization proposal.
1) All incumbent Animal Welfare Officers (pay range 409) will be reclassified to
Animal Welfare Officer I (pay range 410) and will be placed in the new pay range
at the nearest step with no loss in pay.
